AFAIK an XLL is a standard windows DLL, not a COM DLL (and is older technology). I'd create a COM add-in (in VB or VC++ as I don't know how to use add-in designer directly from within VFP) that'd talk to a VFP COM DLL.
PS: If you've office developer then add-in project is directly available from VBE too.
