Yes, all of that can be done manually by the ISP. An InstallShield setup is meant to make it less tedious to do all the registering and creation of virtual directories and copying of files. Most people (including ISPs) want this so that it's easy to install and uninstall. Otherwise it's kind of tedious to do this, especially for many clients..
