I was looking for something else in a file drawer yesterday and found hard copy of the two white papers for the framework. Using the titles, I was able to locate this one in MSDN:

The other is "The Visual FoxPro 6.0 Framework and How to Extend It" and it appears to be session notes from DevCon '98, written by Lisa Slater Nicholls (who wrote the framework and the other white paper).
