Whew! One thing complicating the procedure was that I had to append a path to the file. I don't know for sure that made any difference...

COPY FILE "C:\Folder with space\Long File Name.XYZ" TO "C:\Other Folder\New Name.XYZ" should work just fine. That doesn't work for you?
