Maybe if put a picture with the property set with 99,99,99,999.99 format then show how in runtime/design is put other thing can help. Also put clear that the software run in India and maybe put the configuration of the regional settings. Maybe try first if changed to US the thing is fixed or not (his can help in research the debug). Apart of this, i don't see how help more, but tell if you fix this thing...
