I'd offer the user an interface similar to the Set Tab Order by List interface in the development IDE. I'd also add a custom property to the base objects called (e.g.) "FriendlyName" - show that name to the user in the list, instead of the actual name or trying to get the associated label.

Store that info in a table when the user saves tab changes, and restore when the form is opened.
