There is an example of a projecthook in the Downloads section, File#14218. It uses the BeforeBuild and AfterBuild events. But you can get an idea of how it works.

Also, what Dave posted should be emphasized. If the developers don't use the Project Manager to access project files and they access them directly (that's exactly what I do), then the Project Manager doesn't open and the ProjectHook doesn't work.
