You sure can. In fact I know of at least one company that's doing just that.
The application logistics are probably the least of your worries - the most important ones most likely are interfaces to the stockbrokers that would allow you the actual trading. That usually takes deals to make happen unless you already have the connection.
William Plander is one to talk to. They've done a ton of stuff with this market and he can probably point you in the right direction, although things are probably a bit different again in the UK...
