You're right that MM .NET is specifically targeted for VS .NET 2003 and version 1.1 of the .NET Framework. The MM .NET builders won't be registered properly with VS .NET 2002 and you won't be able to add them to the VS .NET 2002 Toolbox due to a bug in VS .NET 2002.
