I think you have it reversed. Everything that lives in the GAC must be signed, but you can still sign a private assembly. You may want to sign a private assembly to identify yourself as the publisher or to administer code access security policy.

Still I don't know if copying the dll's will work for him for some other reason that I'm unaware of.
