Sure. But lots of out-of-state people come to a certain medical facility in Rochester, Minnesota for similar reasons. And a lot of very sick Americans go to clinics in Mexico for care they can't get at all in the USA.
For Canada it might even make quality and cost sense to use the USA as its fee-for-service provider since so many Canadians live so close to the border.
