It is not a public toolkit. It is only available to a few VFP MVPs who are working with Microsoft to help localize the design-time DLL of VFP 8.0 and documentation for version of VFP that use to be localized, which include Spanish, German, and French. More information about the results of these efforts will be disclosed starting next month.
