There is Russian site www.foxclub.ru It was originally started by Sergey Zhirnov from his own contributions. Recently the site changed address and lots of site members paid for the site to be.

There are several Russian developers, which are not known here, but they contribute a lot for Russian VFP community (which is huge, BTW). Vladimir Zhuravlev, Alexander Golovlev to name a few.

I also think, Anatoliy Mogilevitch may deserve this award. His site is a very valuable resource and he contributes daily on complicated API topics...
