The only thing I can think of is VFP8 can't handle SSL.

I assume you're either using the _webservices.vcx or the MSOAP toolkit directly. IAC, the webservices class is only a light wrapper for the toolkit. Have you tried accessing the web service directly using the MSSOAP.Client ?

What code did you use in .NET and what code in VFP ?
