When you say the print is different than the preview, do you mean it has a different set of data or do you mean it does a page break differently than the preview?
Make sure you strip out the TAG, TAG2, and conditional fields in EXPR of the first record in the report to get rid of printer-specific info.
Realize that when you preview, it's going to use the default printer. If you choose a different printer when you print, it's possible that the 2nd printer has a different printable area, therefore, it will do a page break at a different spot.
