Windows NT 4.0 (Logging off)

When I select 'Start' , 'Shutdown' and then 'Close all programs and logon as a different user', the NT configuration is set that reloads an application automatically OR logs off and then logs the same user back in and then reloads an application (I can't tell exactly).

Whatever it does it prevents a normal logoff. I can not get to the usual Windows NT logon screen which in turn removes my option of switching users.

I need to bypass this and be able to logon as 'Administrator'.

Can anyone help in this matter!
