In Michigan, where I spent several of my teenage years, the law read specifically "bicyclists operating on roadways have the same rights and obligations as motorized vehicle operators". Simple and to the point.

Made for lots of fun when a bicycle wanted to use a left-turn lane at a major intersection and somebody in a pickup got angry and knocked him out of the way with the front of the truck -- the pickup driver tried to get out of the lawsuit by claiming the bicyclist wasn't allowed to be in the lane. OOOPS...

Needless to say, the pickup driver lost, even though he was the son of some high muckety-muck.
