It looks like it isn't or at least it is not straight forward with MsChart. It is pretty simple with MsGraph (or Excel Automation). You just invoke the ApplyDataLabels method of each series object in the series collection.

I played around with MsChart briefly. The chart's plot objet has a series collection that contains a series marker object. You can set the SeriesMarker show property to true, but that does not show any values.
