Are you sure?
If there are not suitable bussiness application done with .Net tools nobody will like to upgrade to OS in which is naturaly implement .Net framework.
Here in Bulgaria only firms which install bussiness applications done with MS tools force customers to buy legal OS and Office.
Others use Linux or illegal copies of Win OS.
