Let the user change something in that table and compare it with the values that you get within the .exe, you will see that it is not using the values from the changed table.
The reason is that you included the table inside the .exe and VFP will always use an included file over a file outside the .exe. (The only exception is the config.fpw, but that goes outside the scope of this)
Because the table is included in the .exe, there is no need to install the table at all at the client site.
