Palm OS doesn't support the .NET Framework. There has been an announcement about certain .NET support in the upcoming Palm OS 6, but for what I read to date, it will be limited to Web Services support, not the Compact Framework.

To develop Palm OS apps, you can take a look at Satellite Forms or some of the Palm-specific development platforms.
