It all depends. Satellite Forms seems quite easy, but it is very expsnsive. Most other tools are basically C compilers.

Depending on the amount of Palm devices your customer has, it may be cheaper to change them for Pocket PCs. You have to estimate how much it would take to you to purchase, learn and develop in one of the Palm platforms, and also include if needed some runtime licensing costs.

In general, Pocket PC is easier and cheaper to develop with. You need just one Visual Studio license for you.
