"American citizens are advised to defer any and all travel to the
cities of La Paz and El Alto, as well as to defer overland travel to
Lake Titicaca, Oruro and the Yungas. Ongoing road blockades continue
to affect travel throughout the Altiplano area of western Bolivia. A
general strike began in El Alto on October 9 and was worsened by a
general transport strike in La Paz called for October 13, further
limiting travel in and around the city. ...

The suggestion for U.S.-citizens, of course, apply to citizens of any country.

According to CNN, the violence in Bolivia has caused 55 dead, in 1 month of conflict.

There are simultaneous, or almost simultaneous, protests all over the countries, from different population sectors, and making different requests. As to the causes of all this, well, there are lots of different interpretations, and it sometimes gets confusing to find out what is really going on.
