Right, but, the problem is not getting the data in - its simply that APPEND FROM does not appear to respect the SET CENTURY TO ... ROLLOVER settings. The file in question contains 8 & 10 character date values where the 8 char values are being set to the 21st century so, these birthdates are now in the future <s>.
