I don't think it's a header / footer issue. It's the auto correcting and it just happens to be in the footer. If you simply type "page" on a line, it will capitalize it as well becuse it's at the beginning.

Two ways to fix that. I have Office 2000, but I think the other versions would be similar. Under Tools, then Options, then Spelling & Grammer, click on the Settings button. Uncheck Capitialzation in the Grammar section.

The other is to enter it in the footer, it changes it, then go back and edit it and put a lower case p in place of the capital one. Word then just marks it with a green underline, but doesn't auto-correct it.
