Not sure this would help.
Open a report in IDE and show the toolbar.

use sys(2005) again
Replace readonly with .t. for ID = 'TTOOLBAR' and Name='Report Controls'
Relace readonly .t. for ID='REPORTTOOLS' and Type='PREFW'
