Report toolbar sometimes does not show

Information about the toolbar is stored in your resource file. It could be that the last time you ran the report, you closed the toolbar. That's why it may seem that it sometimes appears and sometimes doesn't. It's just restoring the last known state. Try turning off the resource file before you print the report.
