You should haven't any problem. I just tested this in a form. I resized a photo to 1700*2300, put it in an Image control within a Form with ScrollBars=3, and I was able to scroll it to both ends.

Indeed, once I put the filename on the Image.Picture property, its Width and Height went to 1700 and 2300 respectively.

Can you describe what problem are you experiencing?
