What does ?sys(2019) and ?File(sys(2019)) return? Are you sure that it is a NEW file and not an empty config.fpw that it is using? Something else to check is your shortcut to VFP. Does it use a command line switch like -C or -A? that might be specifying another config file or ignoring it altogether.
