No problem, I understand I come from several years of Web Development experience before my PC development. Well, whatever you have Access or MySQL, the user will have to purchase and install. MySQL is free, and they wouldn't have to purchase it at least, Access they would have to purchase.
If you don't want them to have install anything, you can use XML or some other file system based approach, if it is just one user you won't have to worry permissions, file access and read/writing of files at the same time by users.
