There a variety of solutions, one is to use a third party product for handling the HTTP operations.

My company makes a product called HTTP Wizard SSL, which is an activex solution which fully supports the HTTP server commands, such as file posting with an easy to use object oriented design. You can upload a file in just a few lines of code.
