I replied to your 1st point in another message. On your point #2, are you talking about the form designer scroll bar? If so, I don't know why it does that, but it's not really that big a deal is it? If you make the form designer large enough to show your entire form, there is no need to ever use the scroll bar. In all honesty, I can't remember the last time I ever used it myself.
