Bruno,
Then checkout ESRI Mapobjects activex control.
PS: If you can't afford it there are others that can read/write (check blue marble, mapinfo etc - I don't know which ones support shp files.)

Another hard solution is to decode polygons from shp files. ESRI whitepaper gives the details of how they're stored in shp files.
