Ok first for caching issues, make sure your cache is cleared out, and that IE refreshes the data every page request. That way you will eliminate that. Ok, it is having a problem when your internet connection is down? When a internet connection is down, you could be having problems w/ email or DNS. I mean, i could be at http://www.mywebapp.com/helpme.aspx, but if i click a link that takes me to http://www.mywebapp.com/newpage.aspx, but the page is down. Even though the server is sitting next to me, if the DNS host for that machine is somewhere else, it may not be able to access it, depending on how your DNS is caching as well.

There are a lot of potential possibilities.
