We use ESRI MapObject for a forestry application written in Fox. It works great and has the functionality you are talking about. There are 2 limitations that we have come across in MO. The first being that you cannot view Arc/SDE images which should not be a problem if you are using .shp files. The second is the map making capabilities are lacking. The map file only has enough resolution for a map 11X17 max. There is no map making functionality so you end up using Windows GDI or GDI+ (Line Text, BitBlt) functionality to make maps. MO can dump a map to an .hdc so you end up creating the .hdc when you make a map. GDI gives you quite a bit of control over map collar information. I have done an export of a map file to a .bmp and added to an image control in a Fox report. That worked pretty well.
