I think it is an OS issue. Is the Thai keyboard installed? Thai is particularly problematic because of things like vowels that wrap consanants ( the "ia" for example which appears before, above, and after the consanant) and the tonal markers. My experience of Thai predates my experience of computers, but in dealing with other languages I'm finding it is a combination of code-page - for the data - and OS language extensions for the display.
