The addition of a new marked thread is done from viewing a message, the same as thread filter. There is no practical need or logical need of having such ability at that level. We however provide those two lists in there for easy removal and maintenance. Basically, practically no one was grabbing a thread ID and was going in the account setup to add it. Basically, if you have the thread ID, that's probably because you are in the message itself so a simple click would do to add it.
