These things are always a head-scratcher.
One thing for certain, Refresh() is working. The problem lies elsewhere. Some possibilities you might check are:
The grid is not enabled
The grid is not visible
The form lockscreen is on
The recordsource of the grid is not the table/cursor/or view that you think it is
The column and control controlsources do not point to the recordsource
