Ok, well it isn't an extremely simply question like you say, because you really don't give enough information.

You want to open up database access to a FP database using HTML only? The answer to that is Yes, you can write an ASP.NET application to do it, or any other language of web app to do it. You ask it in WebServices so I'm not sure if you understand what WebServices are because don't use HTML.

If you are going to use HTML, you will need a WebServer, if you are going to use WebServices you will need something to server WebService requests, but not necessarily a web server.
