It looks like we are both confused. I'll try again:

(1)
As User1 on Windows XP computer I started vfp.exe.
From that VFP session I executed PRG file.
That PRG used CreateProcessWithLogonW to start another process as User2.
First I tried notepad.exe, then executable built with VFP -- no problem with anything including redrawing.

(2)
As User1 on Windows XP computer I started vfp.exe.
From that VFP session I executed PRG file.
That PRG used LogonUser and CreateProcessAsUser to start another process as User2.
I noticed serious problems with windows redrawing when running the process.

There's no Windows NT/2000 around for me to try.
