You are corrct -- they do not have a hostable activeX control -- it's probably more useful to consider Manifold an application like Word or Excel. As Cetin pointed out though, the Map Server technology can be used to generate images on the fly that can be hosted either in an Internet Explorer control or through an image control (depending on the interactivity you need).

Map Objects is probably more "integratable" in terms of a monolithic application, but as you say, the price is a major factor.

When I gave a presentation on Manifold and VFP at WhilFest last year, Ted Roche suggested another inexpensive GIS control, the name of which I can't currently recall. You might mant to drop him a note.
