Since it happens when the internet connection is down you may be able to add an entry in the HOSTS (not LMHOSTS) file and bypass the DNS all together. If you don't have a problem any more then not being able to access the DNS servers when the internet connection was down is most likely your problem.

You should find the file in C:\WINDOWS\system32\drivers\etc on windows XP.
