I think you over-simplify somewhat. In the case I was involved in we were looking not only at HOW to get something accomplished, but IF it could even be accomplished. There were a few 'garden paths' or other gotcha's to be traversed, not to mention better ideas as we slowly moved forward.

True, in the end budgets killed it, but it was nevertheless interesting while it lasted (I was there for 6 months).
