This is a SWAG, but is it possible you installed SQL7 after SQL2K? Maybe some .DLLs with the same name got overwritten with older versions that don't work properly with SQL2K.

All this assumes you're trying to connect with a valid user name/password, that SQL2K is installed with the proper authentication configured (NT, SQL Server, or mixed-mode).
