I don't know whether such a thing even exists. Perhaps I should have said, buffering on the local machine.
It is quite logical that if there are no changes, your local machine can - in theory - use the data it has in its buffers.
And if there are changes - as evidenced by the date-time stamp - the data has to be read again from the file server.
This is just a hypothesis; but if it is so, there isn't much you can do about it.
