Well, I don't know how all this would be done in InstallShield Express. I have only used the Setup Wizard (VFP 6).

With the Setup Wizard, I would create an installation that only includes the EXE.

Data should be maintained separately - if there are changes, you must create your custom program (in VFP), as I outlined.
