First, I should that I have done the actual article selection for FPA for more than 3 years. I still evaluate individual proposals and articles, but not the overall content.

That said, I feel quite confident that the issue is what people write, not what the magazine wants to print. Most articles that are rejected are rejected because either they're not very good or the material has been covered recently. If someone came along with technically solid articles on interop, it's very likely they'd be published.
