I haven't had any problems using this in this manner. It even behaves in design mode as locked.
I wonder if a combination of other properties are affecting this. To find this out, I'd start with a base form containing nothing but a base grid and the source table/view used for the grid, with LockColumns being the only non-typical property set to a non-default value.
Insanity: Doing the same thing over and over and expecting different results.
