I think you are correct. If you are doing a NEW web app, ASP.Net with 100% .Net managed code is the way to go. However, if you have an existing VFP app, with a well defined and abstracted business and data tier and you are just putting a Web UI on it, then leveraging the existing VFP code is going to save you alot of time and money, even if you have to spend some money to buy Visual Studio.
