Maybe it's something as low-tech as a different brand of CD-R being used, which your drive is having trouble reading. Or, the files on the CD-R may be fragmented.
One thing to try would be to copy the CD contents to your HD, then import from there.
If the data copying seems slow, you could later compare its copy speed to your last month's disk, which you said was fast.
